Creecy Dissolves Troubled RAF Board

Transport Minister Barbara Creecy dissolved the entire Board of Directors of the Road Accident Fund (RAF) due to a "failure to discharge its fiduciary duties that resulted in the loss of confidence in its ability to run the entity effectively", reported Business Day (16 July 2025).
The Department stated: The Board’s "failure to discharge its fiduciary duties had resulted in the loss of confidence in its ability to run the entity effectively".
Failure to perform duties included: protracted and expensive litigation against the Auditor-General's office concerning accounting standards; the "inconsistent and, at times, reckless handling" of the suspension of CEO Collins Letsoalo; frequent default judgments due to its failure to defend itself in litigation; deep divisions within the Board; and a failure to fill crucial executive positions.
A panel of independent experts was appointed to review the RAF’s business processes and the Special Investigating Unit’s (SIU) mandate will be expanded to ensure comprehensive oversight. Meanwhile, the Standing Committee on Public Accounts (SCOPA) launched an inquiry into allegations of maladministration, financial impropriety, procurement irregularities, and fraud at the fund.
